Tammy called the meeting to order at 7:05pm on Tuesday evening at the West Union Senior Citizen Building. Sam read minutes for april meeting-forest motion and paul 2nd. No Treasure report. New Business- DCARS,Certs,Citizens, did a Swine Flu Drill on 5-1-09 with the Health Dept and OES. There is a write up in blog of dcars website. I called folks out of 4-30-09 and there is a list of everyone participating.. Wanted to pass out thanks to Dick Wilts, Mike Talkington,Charles Dotson, James Mossur and Ray Gorell for all there help and information. Club voted Mike Talkington into membership. Club members in agreement. Trustee for club call sign and repeater and club equipment. This will be on the Vice-Pres and will be added into the Bylaws for the club. Tammy spoke with many of the members before the meeting and was in agreement about the trustee. Joyce agreed to take on the job. This way Tammy could send in for club call sign and fill out forms on 5-14-09. In which, there is copy of application in club files. Club voted after reading of new bylaws- forest made motion and sam 2nd 1st reading of new bylaws: ARTICLE III - DUTIES OF THE OFFICERS -ADDED OR CHANGED 2. Vice President - The Vice President shall assist the President and shall perform such duties as delegated by the President, and shall serve as presiding officer in the absence or inability of the President. Vice President- shall be responsible for the Club's amateur station license and all Club equipment; shall maintain a written inventory, including location, of all Club equipment; and shall be responsible for the proper operation of all Club radio equipment. 5. Trustee - The Club shall have 3 Trustee's. 6. All officers - All officers, when vacating their office, shall turn over to the Club all Club property in their possession. ARTICLE X - ACCESS TO AND OPERATION OF THE CLUB TRANSMITTING EQUIPMENT A. Only licensed members shall have access to the Club's transmitting equipment and may operate the equipment only to the extent provided by their license. B. Each operator of Club equipment, including the repeater, repeater controller, will be responsible for ensuring that the same is operated in accordance with FCC Rules and Regulations, current ARRL operating procedures and guidelines and any applicable Club rules and guidelines, and that such equipment, as far as applicable, is properly set and adjusted before operation so that no damage to such equipment will occur, and so that it will cause no interference to other services. C. All operation of Club equipment using the call ________ such as, but not limited to, Field Day, Hamfest, emergency communication or contest operation shall be under the supervision of the Trustee or his or her duly designated representative. D. The Vice_President shall have the power to deny use of the Club equipment to any person violating these operating rules, Club Constitution and By- Laws, recognized operating procedures and practices and FCC Rules and Regulations. D. Emergency communication shall have priority over any other use of Club equipment. Tammy sent in paper work and club has a call sign of KD8LEM. Members agreed to keep this call sign. sam made motion and charles 2nd. Club has copy of forms where paper work was sent in. Mailed in a check for $39.00, for arrl club membership. Copy of letter to arrl is in file. Tammy let know am working on insurance and incorporation of club. Sam and Tam went to the Doddridge County Citizen Dorps Council planning meeting on may 21. 2009. This will work with certs. all depts of doddridge county and even working on a youth certs program and another adualt program. Old Business: Keys to be able to get to work site. Club spoke about this project. Field day in June. Members have been invited to join the SJARA group or RAG's if they plan to have a field day program. DCARS had an arrl testing on May 2,2009..Congrads to Paul kd8lbw and James kd8lbv. Mike Talkington-kc8fwd,Charles Dotson- wb8nlb,Tammy McGinnis-kc8jko where the VE's Mike Talkington kc8fwd and Charle Langfitt paid there membership dues for 2009. Closed meeting at 8:05pm.
