Mike and paul went to site and wraped the shack and brought repeater down for work. wrote mike a check to transfer to paypal for 2 cords to program repeater. 10-29-09 by phone, joyce, sam , tam,mike and paul agreed to order for $41.54. 100 watt repeaters hae to get crystals, 2 repeaters in cabnet, powersupply and interphase. have 2 by 2 repeaters. 10-22-09 called by phone mike, joyce, sam, forest, tam. all agreed on this as 2nd repeater. mike kc8fwd will purchase the 2nd repeater in spring and will pay 1/2 the freight. also ok' for paul to pick up from mccormik hardware a extra club key and rat poison for the ham shack. check was written out for $8.64 to mccormicks. mike told club about the 100 watt repeaters. Did repeater coridination for 146.955 with pl tone of 103.5. explained repeater problems of not in right band etc. need to purchase polyphase protectors 2 of them lightninig protectors 2 of them. DX enginering for special clamps for grounding (5 Clamps). mike has straping. Sam read minutes for april meeting-forest motion and paul 2nd. No Treasure report. New Business- DCARS,Certs,Citizens, did a Swine Flu Drill on 5-1-09 with the Health Dept and OES. There is a write up in blog of dcars website. I called folks out of 4-30-09 and there is a list of everyone participating.. Wanted to pass out thanks to Dick Wilts, Mike Talkington,Charles Dotson, James Mossur and Ray Gorell for all there help and information. Club voted Mike Talkington into membership. Club members in agreement. Trustee for club call sign and repeater and club equipment. This will be on the Vice-Pres and will be added into the Bylaws for the club. Tammy spoke with many of the members before the meeting and was in agreement about the trustee. Joyce agreed to take on the job. This way Tammy could send in for club call sign and fill out forms on 5-14-09. In which, there is copy of application in club files. Club voted after reading of new bylaws- forest made motion and sam 2nd 1st reading of new bylaws: ARTICLE III - DUTIES OF THE OFFICERS -ADDED OR CHANGED 2. Vice President - The Vice President shall assist the President and shall perform such duties as delegated by the President, and shall serve as presiding officer in the absence or inability of the President. Vice President- shall be responsible for the Club's amateur station license and all Club equipment; shall maintain a written inventory, including location, of all Club equipment; and shall be responsible for the proper operation of all Club radio equipment. 5. Trustee - The Club shall have 3 Trustee's. 6. All officers - All officers, when vacating their office, shall turn over to the Club all Club property in their possession. ARTICLE X - ACCESS TO AND OPERATION OF THE CLUB TRANSMITTING EQUIPMENT A. Only licensed members shall have access to the Club's transmitting equipment and may operate the equipment only to the extent provided by their license. B. Each operator of Club equipment, including the repeater, repeater controller, will be responsible for ensuring that the same is operated in accordance with FCC Rules and Regulations, current ARRL operating procedures and guidelines and any applicable Club rules and guidelines, and that such equipment, as far as applicable, is properly set and adjusted before operation so that no damage to such equipment will occur, and so that it will cause no interference to other services. C. All operation of Club equipment using the call ________ such as, but not limited to, Field Day, Hamfest, emergency communication or contest operation shall be under the supervision of the Trustee or his or her duly designated representative. D. The Vice_President shall have the power to deny use of the Club equipment to any person violating these operating rules, Club Constitution and By- Laws, recognized operating procedures and practices and FCC Rules and Regulations. D. Emergency communication shall have priority over any other use of Club equipment. Tammy sent in paper work and club has a call sign of KD8LEM. This is a copy of the drill information on drill for swine flu. Doddridge County Health Dept.-Swine Flu Drill On May 1, 2009 DCARS(doddridge county amateur radio society) & Certs (Citizens emergency response teams. Worked with the Doddridge County Health Dept in West Union, WV. and the Office Emergency Service-OES This was Practice Drill for passing out medicines against the SWINE FLU. Swine influenza is a respiratory disease of pigs caused by the type A viruses. Recently the Centers for Disease Control had determined that this swine influenza A(H1N1) is contagious and is spreading human to human. This raises a level of concern for Public Health Officials. The Drill was held at the West Union , Wva. Doddridge County Health Dept. Ham, Citizens,Certs of the area. Along with Health Dept Workers all gather to practice and learn to distribute medications for the H1H1 flu(swine). There was traffic control. with 5 position road route for drive thru pick up of the medication for the family. 1) There was directing in off of rt. 50 and Snowbird rd. 2) Paper work-name, family members, weight if under age 13 years,mark windshield with no. and family size. RU-Response Trailer will be stationed here for shading. fluids, bathroom facilities, and radio equiped for both hams and no ham communication. This is aircondition equiped if needed for someone to get out of heat. 3) Communications to medication pass out, paper- car no. and family size and wieght if needed. 4) Traffic Control and license # of cars. 5) Health Dept. table. take paper work. pass out medications and answer any question as needed. Communication-getting count for nurses and helping people to take breaks when needed. 6) Traffic Control only needed if very high volume of traffic getting back onto snowbird road to return to rt. 50. Trying to keep 2 workers per postion. Using pencil and plastic clip boards. Pencils can be thrown away and the clip boards soaked in bleach water and dried to reuse. Five gallon bucket will be keep at station 5 to help clean and dry for reuse and not passing on the germs of the flu. Plastic gloves can be used to protect the workers from passing on the germs also. A complete drill was ran thru it paces along with traffic and paper work.
